Reflections on the order of French Judge Bruguière

It was on April 6, 1994 that the plane bringing back Rwandan Presidents Juvénal Habyarimana and Burundian Presidents Cyprien Ntaryamira from Tanzania was shot down during its landing phase in Kigali by a surface-to-air missile. This was the trigger for the Rwandan genocide.

To date, this attack remains unpunished, the exact circumstances and responsibilities having still not been clearly established. Judge Bruguière's order is, to our knowledge and to date, the only official investigation into this attack which has had some form of conclusion. It caused a lot of ink to be spilled and caused the breakdown of diplomatic relations between Rwanda and France.
